CoAct strongly supports the reforms but believes:
1. a more stable transition is necessary (eg delaying funding changes while supports study and assessment review is complete)
2. care should be taken to make sure local markets are reasonably stable
3. Employers are customers and need support too.
4. Specialist national providers need to be allowed to work easily across states.
