The Framework needs to recognise that some people with disability are without informal supports, eg family, friends & so are socially isolated. In addition, some families are the source of abuse/neglect/exploitation & where the life of the person with a disability is dominated or controlled by family, they are at high risk. Advocacy is needed for both these groups. These vulnerabilities need to be incorporated into the Principles, for example under Access to Supports &/or Participation & Inclusion &/or Person-Centred Approach or Respect for Intersectionality & Diversity.

Advocacy requires a full & cooperative relationship with the NDIS Commission but the Framework makes no mention of the Commission. This should be corrected & reference made to the need for coordination & communication with the Commission, under Responsibilities, Reform & Policy Direction.
