Make a submission
To help us ensure the proposed changes to the National Disability Insurance Scheme (NDIS) legislation will improve participants’ experiences with the NDIS, the Department of Social Services is asking people to consider the draft legislation and provide a submission.
Your experiences and ideas will help us ensure the proposed legislation gives appropriate effect to the Government’s response to the 2019 NDIS Act review.
We appreciate people with disability, their families and carers, and the broader community will have an interest in this process – and the intent of these changes is to make the NDIS better for them. But we also understand that not everyone may be familiar with legislation.
We encourage people with disability and their families and carers to work with advocates or other services if they wish to comment so they can best understand what the legislation does and what the changes mean.
How to make a submission
You can make a submission in response to the guided questions in the submission form below. You can also upload your own submission.
We have also made a list of questions available on the DSS Engage website if you want to make a submission in relation to the proposed Amendment Bill, the Participant Service Guarantee Rule, Plan Administration Rule, Plan Management Rule, the Becoming a Participant Rule, the Specialist Disability Accommodation Rule or the Children or Nominees Rules you can make a submission via email or through the post.

Submissions will be treated in confidence and in accordance with the Department of Social Services Privacy Policy, read the Privacy Notice. If you email your submission directly, please state whether it can be published.
Submissions will close on 7 October 2021. The Government will continue to monitor any impacts COVID-19 may have on this consultation process to ensure that Australians with disability and the disability sector can have their say.
