Privacy Collection Notice for DSS Engage Nominations for the National Disability Data Asset Council

Your personal information is protected by law, including under the Privacy Act 1988 (Cth) (the Privacy Act).

This privacy collection notice is designed to ensure that you are aware of certain matters in relation to the Department of Social Services’ (department, we, our) collection of personal information, as required by the Privacy Act.

Purpose of the collection

The department’s National Disability Data Asset (NDDA) team is inviting:

  • Australian state and territory government officials
  • members of the Disability Representative Organisations Forum (DROs)
  • members of the National Disability Research Partnership (NDRP) Working Party and
  • former members of the NDDA Disability Advisory Council (DAC)

to submit nominations for the NDDA Council (the Council) via DSS Engage.

The Council’s purpose will be to ensure the NDDA is exclusively used for purposes as agreed to by the Australian, state and territory governments, and the disability community. The Council will also act in an advisory role to the Disability Reform Ministerial Council regarding the NDDA. Additionally, the Council will ensure the NDDA project is:

  • achieving its goals and
  • complying with reporting obligations

The Council will have 12 members. The purpose of the Council nomination process is to find:

  • two expert members to be nominated by states and territories, one nominee per jurisdiction and
  • three community members (one nominee per organisation) as nominated by:
    • DROs
    • members of the NDRP Working Party
    • former members of the NDDA DAC.

What is ‘personal information’ and ‘sensitive information’?

Personal information is information or an opinion about an identified individual, or an individual who is reasonably identifiable.

Sensitive information is a subset of personal information. It includes information or an opinion about your racial or ethnic origin, political opinions, religious beliefs or affiliations, philosophical beliefs, membership of associations or unions, sexual orientation or practices, criminal record, or health, genetic or biometric information.

What personal information we collect:

As part of the nomination process, and with the consent of the nominee, we will collect a range of their information. This includes some personal information about the nominee (some of which could be sensitive information), including:

  • the organisation submitting the nomination
  • nomination type (being data or disability expert position, or disability community representative position)
  • name
  • state/territory of residence
  • gender
  • contact details (i.e. email, phone number)
  • confirmation the nominee is aware and supportive of the nomination
  • diversity information:
    • from an Aboriginal or Torres Strait Islander background
    • from a culturally and linguistically diverse background and
    • residing in a regional/rural/remote area?
  • information relating to the nominee’s lived experience of disability (e.g. person with disability, carer, etc.)
  • membership of other committees and/or governance forums the nominee is associated with
  • skills/experience:
    • is the nominee a disability/disability policy specialist or data/data policy specialist or do they have experience using data to support policy or service development/analysis?
    • does the nominee have executive experience and/or qualifications in corporate governance and strategy?
    • does the nominee have executive experience in influencing culture, and the broader disability sector?
    • does the nominee have specialist knowledge of children and young people with disability?
    • does the nominee have specialist knowledge of people with intellectual or cognitive disability?

How we collect personal information

With their consent, personal information relating to the qualifications and overall suitability of the nominated individual (as described above) will be collected.

The information will be collected via our secure website on DSS Engage, and will be submitted upon completion of the online nomination form.

Why we collect personal information

Personal information is being collected for the purpose of assessing suitability against other candidates for a position on the Council.

Given the nature of the nomination process, we are unable to provide the option of remaining anonymous or using a pseudonym. Therefore, if the nominee does not consent to being nominated and/or providing their personal information (including sensitive information) to input into the nomination form, they will not be able to be nominated for the Council.

Who we disclose your personal information to

Any personal information or sensitive information collected during the nomination process through DSS engage will be disclosed to:

  • members of the NDDA team
  • in the event more than 12 community candidate nominations are received, the following bodies may be consulted to select 12 community candidates to present to the Evaluation Panel for selection:
    • Disability Representative Organisations
    • Members of the National Disability Research Partnership Working Party; and
    • Former members of the NDDA Disability Advisory Council
  • members of the Evaluation Panel for shortlisting candidates, consisting of:
    • one staff member from the department
    • one Australian Bureau of Statistics (ABS) staff member
    • one Australian Institute of Health and Welfare (AIHW) staff member and
    • two staff members representing the states and territories.
  • once the Evaluation Panel has made its recommendation, details of the recommended candidates will be shared with:
    • the NDDA Interim Oversight Group
    • members of Australia’s Disability Strategy Tasking Group 1
    • Deputy Departmental Heads
    • Minister Rishworth’s Office and
    • the Disability Reform Ministerial Council.

We will not provide this personal information to anybody else unless required by law. We will not disclose this personal information to anybody overseas.

  • I have the consent of the nominated individual to share their personal information to review and assess suitability for their membership on the Council
  • I have the consent of the nominated individual for the Department of Social Services to collect and handle their sensitive information in accordance with this privacy notice
  • I have provided the nominated individual with a copy of this privacy notice.
