Draft foundational documents

These seven foundation documents explain how the department and service providers will work together under relational contracting.

The documents are drafts. We are sharing them early to seek your input, gather feedback, and give you time to review and share them where appropriate.

The documents are still being updated, so you may notice some differences in how information is presented. As they are finalised, the terminology and structure will become more consistent.

Shell Agreement

A draft template for a partnership-style agreement between the department and a provider, designed to support a more collaborative way of working.

Governance Framework

The Governance Framework explains how these agreements will be managed, including the level and type of oversight for each funded activity.

Decision Matrix

The Decision Matrix sets out who does what within the agreement, in line with the Governance Framework.

Provider Readiness Self-Assessment Checklist

The Readiness Checklist is a development tool to assist providers undertake a self-assessment in preparation for relational contracting with the department. It is not a compliance or audit tool.

Flexibility Policy

The Flexibility Policy explains how the department and providers can respond to, and manage, changing community needs throughout the life of a relational agreement.

Relational Contracting Readiness Roadmap

The Readiness Roadmap provides a strategic overview for design and implemention of relational contracting, initially through the Children and Family Support (CaFS) program.
